Administrative Procedure – Fund-Raising by School Sponsored Organizations, Classes, or Club Athletic Teams

Authorization by Building Principal

A. All fund-raising activities by school-sponsored organizations shall be subject to approval by the Building Principal or designee. The Building Principal or designee shall establish content neutral criteria for evaluating and approving fundraising activities and shall publish the criteria and restrictions. In approving or disapproving such activities, the Building Principal or designee shall apply and consider only such published criteria. Among other things, the criteria shall be designed to maintain the safety and educational environment of the school building and to prevent fund-raising that supplants purchases made from the Education Fund.

B. In addition to the established criteria, the Building Principal or designee shall specify reasonable time, place and manner restrictions relevant to the proper conduct of fund-raising activities that are consistent with maintaining the safety and educational environment of the school building.

C. The Building Principal or designee may require that several organizations consolidate for purposes of fund-raising.

Concessions and Foods

A. With the approval of the Building Principal or designee, school-sponsored organizations or approved club athletic teams may raise funds by either (i) assisting in handling the food concessions at school activities or (ii) providing concessions at school activities where concessions would otherwise not be provided.

B. In the event that a school-sponsored organization or an approved club athletic team assists in handling the food concessions at a school activity, the organization’s percentage of the proceeds of such concessions shall be the pre-determined percentage established by the Building Principal or designee. However, the organization’s percentage shall be net of any and all expenses incurred by of the cafeteria (or other school or District entity) in providing the concessions.

C. No food shall be sold for fund-raising purposes, except as permitted by the Building Principal or designee and the applicable health authorities.

Financial Accounting

A. The Building Principal or designee must authorize all contracts or agreements between school-sponsored organizations and merchandisers for fund-raising materials. No student or organization sponsor, coach, or director may bind the school-sponsored organization without prior approval of the Building Principal or designee.

B. All disbursements for fund-raising materials and all proceeds from fund-raising activities for school-sponsored organizations must be handled through the organization’s student activity funds account.
