Students
Administrative Procedure – Student Use of Facilities - Equal Access
Approval and Identification
1. A member(s) of the non-school-sponsored non-curricular student group must secure prior permission from the Principal or his/her designee to hold meetings. The group must apply for permission in writing. For purposes of this Administrative Regulation, “meeting” has the same definition as in Policy 7:330.
2. Upon request of the Principal or his/her designee, a non-school-sponsored non-curricular student group shall provide information about the group to assist the Principal or his/her designee in determining compliance with these Administrative Regulations and Policy 7:330.
Meeting Rooms
1. A member of the non-school sponsored non-curricular student group must complete a Reservation Card form and submit it to the Assistant Principal for Operations each time the group wishes to reserve a room or area.
2. The Assistant Principal for Operations may approve the request if there are no conflicts in the room or area requested, if the room or area requested is consistent with those which noncurriculum related school-sponsored activities are permitted to use and if the guidelines of Policy 7:330 and these Administrative Procedures are satisfied.
Disclaimer
The term “non-school-sponsored group” must appear on all written material, including fund raising material and advertisements soliciting participation in a non-school-sponsored activity, posted or distributed in the school by any non-school-sponsored non-curricular student group. “School” is defined to include all school property and school-related activities.
Awards
Non-school-sponsored non-curricular student groups may develop their own awards and recognition.
Fund Accounting
The District may not use any building Activity Fund Accounts to store monies of the non-schoolsponsored non-curricular student group.
Storage of Materials
The District shall not store any materials, supplies, props, etc. for the non-school-sponsored noncurricular student group.
Additional Requests
If a group makes an individual request outside the guidelines considered in the policy, a Principal has the authority to consider these requests on a case-by-case basis.
School Sponsorship
Of those activities and programs which occur outside of the District’s regular academic curriculum, only those specifically designated by the Board of Education or by the Superintendent as schoolsponsored activities shall be considered to be school-sponsored. The Superintendent shall establish procedures by which activities and programs may become school-sponsored consistent with the Equal Access Act and Policy 7:330.
Limitations
Policy 7:330 and this Administrative Procedure apply only to student groups that are schoolsponsored or permitted under the Equal Access Act and Policy 7:330. Organizers of all other activities or groups who wish to use school buildings, grounds, or equipment must apply for such use in accordance with the Board’s Policy 8:20 on Community Use of the School Facilities and abide by any and all rules and regulations developed pursuant to that policy.
