– Glenbard East construction bid review – bid package #5. Design and bidding have been completed for the Glenbard East commons addition and interior renovations. Wold performed the architectural design and Performance Services (PSI) designed and bid all of the mechanical systems. Bids were received in multiple packages between October 20-24, 2025.
Gilbane recommends the approval of nineteen (19) of the twenty (20) contractors for the commons addition and interior renovations in the amount of $17,546,048, plus an additional $1,000,000 budget for site services, $397,837 for the accepted alternates, and $2,136,540 for Gilbane staffing, insurance, bonds and fees. This totals $21,080,425. There was a request from the apparent low steel contractor to withdraw their bid. We will come to the Board on December 8 for approval of the new steel contractor, K&K Ironworks, in the amount of $1,214,000, which is $119,000 higher than the previous low bid.
PSI recommends approval of nine contractors to perform the mechanical, electrical and plumbing (MEP) work for the commons addition and interior renovations in the amount of $13,109,295, plus $202,462 for the accepted alternates. This comes to a total of $13,311,756.
Total costs for Gilbane and PSI recommended for approval are $11,277,682 lower than the estimate for 95-percent complete drawings of $46,883,863. The recommendation is to approve total costs for Gilbane and PSI for Bid Package #5 in the amount of $34,392,181. This includes $600,517 for recommended alternate bids, $1,000,000 (budget) for site services, and $2,136,540 for staffing, insurance, bonds, and fees. Not included in the total recommendation for approval is a project contingency of $750,000.
– revised Board member committee assignments 2025-27. Glenbard has four Board committees: Communication, Legislation & Partnerships Committee, Finance & Facility Committee, Policy Committee and Student Performance & Achievement Committee. Each committee is comprised of three Board members, two community members and an administrative liaison. In addition, a member of the Board of Education serves as a representative of the Illinois Association of School Boards (IASB), Partnership for Educational Progress (PEP), and Legislative Education Network of DuPage (LEND), Glendale Heights Governmental Agency Partnership (GAP) and Glenbard Insurance Committee Representatives. All Board committee assignments are two-year terms.

– exit agreement with Safeway Transportation Services Corporation. District 87 has received notification from Safeway Transportation Services that, effective at the beginning of the new calendar year, the vendor will no longer be able to provide general education services. The termination agreement is necessary to formalize the process.
– ratification of lease agreement at 505 E. North Avenue property for emergency transportation services. Administration was able to successfully secure a transportation depot lease, supporting our ability to maintain continuity of service with Safeway for the remainder of the calendar year. This lease at 505 E. North Avenue, Carol Stream, IL is a one-month lease, expiring December 20, 2025.
Safeway was unable to continue its existing lease due to a lack of payment to the landlord. This property will continue to provide our general education services, which include our tiered services with District 41. The agreement calls for a one-time payment of $90,000. Some additional expenses for utilities and other miscellaneous costs will be necessary. These costs will be shared equally between District 41 and District 87.
– ratification of lease agreement for district lease of transportation depot at 250 N. Schmale Road, Carol Stream, IL. Administration was able to successfully negotiate leases to support our need for transportation depots as we transitioned to new service providers for the second semester.
This lease is for 250 N. Schmale Road, Carol Stream, IL. This depot will provide an ideal location for Durham School Services to operate general education transportation services. It is large enough to accommodate the fleet necessary to serve Glenbard East, North, and South high schools. The depot has a gated lot, modern mechanic service bays, and suitable office space. We had to commit to a 42-month lease with a monthly payment of $37,553.00 (subject to annual increases of 3.5 percent) to secure the property. Additional costs will be added with property taxes, insurance, monthly utility bills, plowing services, and facility maintenance.
Administration feels confident that this will be an excellent long-term location for the District.
– ratification of parking license agreement for district to license transportation parking at 217 W. Fay Avenue, Addison, IL. Administration was able to successfully negotiate leases to support our need for transportation depots as we transitioned to new service providers for the second semester.
This lease is for a six-month term with a 12-month renewal option for 217 W. Fay Avenue, Addison, IL. This duration is ideal as it aligns with our 18-month emergency contract period. This location will serve as our depot to support Glenbard West High School and will be operated by Cook Illinois. This is a recently updated secure parking lot that will have a trailer installed onsite to serve as the dispatch center. The contract will cost $27,775.00 per month. Additional costs for a mobile office unit will be necessary and available to be installed in December.
– general education transportation bus purchase or lease. As part of our transition to new general education transportation providers, administration has assessed the advantages of directly leasing vehicles as well as purchasing them, with services being divided between two depots and two vendors.
To fulfill our contract with Cook Illinois, we must provide the vehicles that will serve Glenbard West High School. This will require leasing 20 buses. Midwest Transit Equipment can offer Glenbard District 87 an 18-month lease term. The lease will also include the installation of cameras and two-way radios, along with warranties.

– district communications – website redesign update. Glenbard District 87 is in the process of completing a comprehensive redesign of its district and four high school websites, with a planned launch in January. Led by the Communications Department since September, this initiative reflects our commitment to improving access to information, strengthening district branding, and enhancing the overall user experience for families, students, staff, and community members. The updated platforms feature streamlined navigation and refreshed layouts that make it easier to find essential resources and stay informed about district and school initiatives.
The purpose of the redesign is to create a more intuitive, engaging, and consistent web presence that showcases the distinct identity of each school while maintaining a cohesive district brand. This effort is rooted in our goal of providing clear, accessible communication and supporting transparency across all levels of the district. The new websites will better reflect the vibrancy of the Glenbard community, elevate our storytelling efforts, and ensure that key information is easy to locate, helping us foster stronger connections and a more informed community.
