SUPERINTENDENT’S REPORT

  1. Congratulations to the Glenbard West boys gymnastics team on winning the IHSGCA state title for the second-straight year: Matthew Billings, Louie Diab, Patrick Guare, Rowe Lamkey, John Mammoser, Tate Mastin, Elvin Pham, Mason Prunty, Victor Sanchez Popoca and Aidan Wright. Head coach is Carlos Fuentes. The Hilltoppers set a school record for team score with 165.9 points, which topped the runner-up squad by 15.2 points.
       
  2. Congratulations to the 15 students who qualified for the IHSGCA boys gymnastics state meet:
  • Glenbard East students Luca Lageyevsky and Nicholas Logalbo. Head coach is Wayne Hill.
  • Glenbard South students Ruben Kasman, Derek Nielsen and Ethan Novy. Head coach is Lee Wood.

  1. Summer school 2026 is ready to launch on June 1st with approximately 900 student enrollments for courses. Glenbard offers students the opportunity to enroll in summer bridge, credit recovery, enrichment, extended school year and get-ahead courses. This year, due to summer construction projects, Glenbard East summer school will be housed at Glenbard North, and Glenbard South summer school will be housed at Glenbard West.
        
  2. Congratulations to Assistant Superintendent for Human Resources Josh Chambers on being selected to receive the Dr. Scott J. Helton Excellence in Educational Leadership Award. The honor was presented by the DuPage Division of the Illinois Association of School Administrators. Josh’s leadership, dedication to supporting others, and commitment to building strong relationships continue to make a lasting impact across Glenbard and beyond. We are proud to celebrate this well-deserved recognition.
        
  3. I want to thank our community donors for the local scholarships provided to Class of 2026 this year. The school counseling teams have reported that the Class of 2026 has collectively received over $814,000 in scholarships this year in Glenbard. This is an incredible testament to our community and to the accomplishments of our students.

 Resolution to Appoint School Treasurer and Approve Treasurer’s Surety Bond. Section 3-8 and Section 8-2 of the School Code (105 ILCS 5/3-8 and 105 ILCS 5/8-2) require Regional Superintendents of Schools to file an affidavit with the Illinois State Board of Education (ISBE) showing which treasurers of school districts in their region are properly bonded. This affidavit must be filed by September 1st of each year.

Section 8-2 of the School Code (105 ILCS 5/8-2) requires each treasurer of a school district to be properly bonded. The penalty of the bond shall be 10 percent of the amount of all bonds, notes, mortgages, moneys and effects of which the treasurer is to have custody. The bond shall be increased or decreased from time to time, as the increase or decrease of the amount of notes, bonds, mortgages, moneys and effects may require. The bond shall be payable to the township trustees of schools over the district or payable to the school board of the district, whichever is applicable. The bond shall be filed with the Regional Superintendent of Schools.

We have worked with our insurance broker, Arthur J. Gallagher, to identify a carrier that would provide Glenbard with the most competitive rate. As referenced above, Glenbard’s treasurer must be bonded at 10 percent of $199,050,000 or $19,905,000.

The annual cost to purchase the surety bond through Liberty Mutual is $11,943.00. The resolution would appoint Seth Chapman as school treasurer through June 30, 2027 and authorize the treasurer surety bond per School Code requirements.

– student accident insurance contract renewal 2026-27. Glenbard currently provides student accident insurance coverage for our students. Our broker, Arthur J. Gallagher & Co., marketed this program and our incumbent provider AIG Insurance responded with a competitive premium cost. AIG has an A rating, which is an Excellent rating through the A.M. best financial strength rating guide. The policy provides comprehensive coverage for all students participating in school-sponsored activities and sporting activities. This coverage is secondary to all other collectible insurance policies.

Tackle football is not covered by this plan and parents must purchase optional coverage for this sport in advance of an accident. This information is communicated to families as part of our annual registration process and our football coaches make families aware of this optional coverage as well.

The 2026-27 annual premium cost for District 87 for this program is $99,500, which is a flat renewal with no increase from last year. The premium is priced based on history of claim activity. The coverage benefits for our students are the same.

– student accident insurance catastrophic coverage 2026-27. High schools in Illinois are required to provide catastrophic insurance coverage for students participating in Illinois High School Association (IHSA) sanctioned athletic events. Glenbard is required to provide a certificate of insurance proving compliance with the plan of coverage promulgated by the IHSA.

Glenbard currently utilizes Gerber Life Insurance Company as our provider. The proposal from Gerber remains flat at $3.10 per student participating in IHSA athletic events. We project 3,784 participants for 2026-27 for a total premium cost of $11,730.40. This policy provides for a maximum benefit of $5 million. Gallagher’s Public Entity & Scholastic Division proposed the Gerber Life Insurance program to Glenbard.

This policy provides coverage for athletes and student managers, student athletic trainers, marching band, cheerleaders, dance team, Special Olympics basketball, and track & field.

– 2026-27 DuPage Area Occupational Education System board seat for Glenbard. Glenbard District 87 is a member of DuPage Area Occupational Education System (DAOES), the system that oversees Technology Center of DuPage (TCD) in Addison, Ill. The resolution identified Executive Director for Teaching & Learning Melissa Babbitt as the Board representative for the 2026-27 school year.

– 2026-27 IHSA membership renewals. Each year, the district submits a recommendation to renew the Illinois High School Association (IHSA) memberships for Glenbard East, Glenbard North, Glenbard South and Glenbard West. Renewal of membership confirms that our district continues to be recognized by the Illinois State Board of Education and certifies that our Board has voted to adopt and abide by the constitution, by-laws, terms and conditions, and administrative procedures, guidelines, and policies of the association for the 2026-27 school term.

– Glenbard North solar update. The Glenbard North solar project went live in April 2025. Performance Services, Inc. (PSI) was approved to perform the project, which the Board approved in July 2023. The cost estimate included a projected tax credit from the Internal Revenue Service (IRS) of $1,047,710. The tax credit filing is the responsibility of Lauterbach & Amen (auditors) hired by the district in June 2025.

The currently active solar array is generating just over 1 MW, which, under the IRS final regulations (issued in June 2025), was subsequently determined to trigger a prevailing wage and apprenticeship threshold, resulting in an increased cost (including penalties and interest) to the district.

Administration was notified by Lauterbach & Amen that the filing has been completed as of May 13, 2026. The final amount of $1,424,479 will be paid to the district by the IRS upon its final review and verification, estimated at 6-18 weeks from submission.
