Glenbard District 87 Board of Education meeting highlights (9-14-2026)

SUPERINTENDENT’S REPORT

  1. The week of September 17-23 is Constitution Week. It marks the 239th anniversary of the drafting of the U.S. Constitution. Our schools are Illinois Democracy Schools, which are recognized for providing high-quality civic learning opportunities for all students.
       
  2. Congratulations to the six Glenbard students who have been named semifinalists in the National Merit Scholarship competition: Karl Wallbruch from East; Simon Kubik and Azam Muneer from South; and Judah Cabral, Steven Hockett and Martin Millar from West. Semifinalists advance to finalist standing in the competition by meeting high academic standards, receiving a recommendation from their principal, and earning SAT scores that confirm the earlier qualifying test performance.
       
  3. Congratulations to the six Glenbard students who earned a 36 on the ACT: Samantha Gutierrez from North; and Steven Hockett, Cole Lisook, Nicholas Millan, Martin Millar and Alexander Sorensen from West. Typically, less than one-tenth of 1 percent of high school students receive a perfect composite score of 36. An exceptional score of 36 on the ACT provides colleges with evidence of student readiness for the academic rigors that lie ahead.
       
  4. Dual enrollment cohorts are underway for the 2026-27 school year. The new Dual Enrollment Welding cohort includes 12 students, while 24 students are currently enrolled in the Dual Enrollment Healthcare program.
    We also launched a new Dual Credit American Politics/AP U.S. Government & Politics course this year, combining dual credit coursework with the AP U.S. Government & Politics curriculum. The course has 256 students enrolled this year, providing students with the opportunity to earn both college credit and AP credit.
       
  5. The district received the following donation: Glenbard Family Dental, $250 to the football team at East.
        
  6. Several of our Glenbard schools will be hosting Community Facility Tours over the next several weeks. These provide great opportunities for community members to explore current upgrades made across campus, view ongoing construction progress on site, and learn how upcoming projects will strengthen student learning and community engagement.
    • Glenbard South’s facility tour will occur on September 23rd starting at 5:00 p.m. Following the tour, all guests are invited to stay and experience Raider Pride by attending the Homecoming Pep Rally at 6:30 p.m.
    • Glenbard East’s facility tour will occur on October 6th starting at 5:00 p.m.
  7. Glenbard West served as the host site on September 6th for Glen Ellyn’s rescheduled 4th of July fireworks at Lake Ellyn. Alongside a spectacular fireworks display, a drone light show lit up the night sky with custom formations, which also featured the Glenbard West and Glenbard South logos. It was a fantastic evening and a great moment to have our schools be recognized during the celebration.

– maintenance vehicles purchase. Currently, the district’s maintenance department has nine vehicles. Four of them are used by the district engineering team, one by the mail carrier, one by the district grounds manager, one by the construction owner’s representative, and two vehicles out of service. After a close evaluation of the district fleet, we replaced three vehicles last year, and this year we are scheduled to replace two additional vehicles. In this transaction, we will trade in three existing vehicles valued at a total of $24,460.

The district recommended continuing its relationship with Enterprise Fleet Management as they have access to a large inventory of vehicles nationwide. The vehicles proposed are two new vans (2025 and 2026 RAM 1500) at a proposed cost of $88,064 – a total proposed budgeted cost to the district of $63,604.

– revised 2026-27 finance committee meeting schedule. The primary focus of this meeting, scheduled for Monday, November 2, 2026, at 6:00 p.m. at the District Administration Center, will be a discussion on the district’s ongoing financial planning. To provide expert context on both local trends and broader market conditions, we will be joined by two guest speakers: our district auditor, Nick Cavaliere, who will share insights on audit findings and trends in surrounding area district; and Bob Lewis from PMA Securities, who will present updates on current financial markets and the broader economic outlook.

Amendment 1 to the Emergency Contract to General Education Transportation Services. At the December 1, 2025 Board of Education meeting, the Board approved entering into separate emergency transportation service agreements with Durham and Cook Illinois to ensure continuity of general education transportation services.

An amendment to the contract is necessary in order to clarify confusion in the method and quantity of costs associated with supplemental drivers. The district worked with its attorney to make a few minor language modifications.

– amendments to Glenbard South solar contract and Glenbard South Bid Release 4S. The Glenbard South solar project contained a $250,000 owner directed allowance (ODA) that was not used for this project. The district sought to close out this contract by deleting this ODA and moving it to PSI’s contract for Glenbard South Bid Release 4S.

– Glenbard Township High School District 87 Budget Hearing – 2026-2027. The district published the 2026-27 budget calendar and is on track to review and approve the District 87 budget consistent with the plan and timeline. A public notice was published at least 30 days in advance of the public hearing scheduled for September 14, 2026. The district presented a budget that indicates a surplus in operating funds prior to the required transfer necessary to cover the ARS bond payment. Accounting for the transfer from Operations & Maintenance (O&M) to Debt Service will result in a budgeted net operating deficit for the upcoming school year.

The proposed budget funds all staff and program needs for the upcoming year. Below is a summary of the operating budget.

  • Gross Operating Surplus = $284,021
    • Permanent O&M Transfer to Debt Service Fund = $2,802,005 (ARS Bonds)
  • Net Operating Deficit = $2,517,984 (Gross Operating Surplus less transfer to Debt Service)
  • Total Ending Fund Balance is estimated to be $167,631,291 (Includes Fund 60)

The district provided details regarding the budget in the presentation. In accordance with the Illinois School Code, the budget is posted on the district website and is available for in-person review at the Glenbard D87 Robert C. Stevens Administration Center.

– quarterly construction update. In April 2024, Glenbard District 87 received approval for a $183 million referendum. This will contribute to at least $312 million in capital project improvements over the next decade. The district has received bids for projects through bid release 6. The district will be bidding out bid releases 7, 8, and 9 later this fall. The district presentation focused in on the progress to date, the design work for upcoming bid releases and an overview of financial tracking of all projects. The district will continue to present quarterly updates on the design and construction progress at the upcoming Finance and Facilities Committee meeting. All Board members are encouraged to attend.

The district made a presentation reviewing the progress and timing for upcoming projects on all four high school campuses.

Resolution of the Board of Education Directing the School Treasurer to Transfer Funds from the Operations & Maintenance Fund to the Debt Service Fund. The Illinois Program Accounting Manual (IPAM) requires that all debt expenditures, principal and interest, be paid out of the Debt Service Fund (Fund 31).

DuPage County levies tax dollars for Glenbard’s previously approved referendum debt. Glenbard cannot levy dollars for non-referendum debt, such as our alternate revenue source bonds, etc.  Therefore, the district needs to make a permanent fund transfer from the Operations & Maintenance Fund (Fund 20) to the Debt Service Fund (Fund 31) to ensure there are sufficient dollars on hand and the Debt Service Fund does not go into a negative position. A permanent fund transfer of $623,502.50 is required at this time to support operating debt payments.
