Glenbard District 87 Board of Education meeting highlights (7-29-2026)

Board Highlights feature a brief description of the action items and discussion items on the meeting agenda. Board Highlights do not replace minutes. SUPERINTENDENT’S REPORT

  1. I want to extend my gratitude to our principals, fine arts department chairs and band directors for pulling together approximately 100 students across Glenbard to play at the Glendale Heights Fest for their July 4th celebration. With limited time to plan and coordinate, the Glenbard team came together, knowing we are working hard to ensure that we support the Glendale Heights community as one of our four largest communities. They did an outstanding job and the crowd seemed to love it.
       
  2. Glenbard District 87 is proud to announce a major expansion of dual credit opportunities with the College of DuPage. Starting in Fall 2027, 11 new courses, including AP/Dual Credit Biology, AP/Dual Credit Environmental Biology, and advanced world languages, will bring the district’s total portfolio to 25 courses worth 81 credit hours. Through the Glenbard College Core, students can earn up to 37 transferable general education credits, completing nearly half (48 percent) of an Associate’s Degree before high school graduation. Looking ahead to Fall 2028, tentative plans are to introduce Dual Credit Statistics, Dual Credit Calculus I, and Dual Credit Calculus II, marking the first time these advanced math courses are offered as dual credit anywhere in the county.
       
  3. Our online registration for the 2026-27 school year is underway. Families may register at glenbard87.org/registration. We look forward to meeting new students and welcoming back our returning students on August 12.
       
  4. The College Board has released the first round of Advanced Placement (AP) Exam scores, which are now available to students. We are waiting on late exam scores and also any scores for students who experienced irregularities. Scores will be finalized from the College Board on August 15. Though we do not have final data yet, we can already see that we have at least 196 more exams than the previous year; at least 65 additional exam takers than last year; and our exam passing rate is similar to last year, even with increased students and individual exams. AP exams are an important part of the early college credit goal in our work plan and board metrics and this data shows that we continue to be on the right track for student success in this area.
       
  5. Administrators from all buildings convened on July 27 to continue the summer planning component that is vital to our work plan school improvement model. This was our culminating work planning event before the school year after two other work plan days in May and each building’s summer instructional council retreat.

– amendment to intergovernmental agreement with Glen Ellyn Park District. In 2022, the Board approved a long-term extension to the intergovernmental agreement with the Glen Ellyn Park District. The existing cooperative agreement contemplated how each entity is granted access to each other’s facilities and/or fields for various programs throughout the year.

Recently, we discovered that a separate agreement for reunification purposes specific to the Ackerman complex exists that needed to be renewed. Rather than continue with multiple agreements, we have worked with attorneys to include the amendment.

The Glen Ellyn Park District approved this contract at their June 16, 2026 Board meeting.

Glenbard has four Board committees: Communication, Legislation & Partnerships Committee, Finance & Facility Committee, Policy Committee and Student Performance & Achievement Committee. Each committee is composed of three Board members, two community members and an administrative liaison. In addition, a member of the Board of Education serves as a representative of the Illinois Association of School Boards (IASB), Partnership for Educational Progress (PEP), and Legislative Education Network of DuPage (LEND), Glendale Heights Governmental Agency Partnership (GAP) and Glenbard Insurance Committee Representatives. All Board committee assignments are two-year terms. Due to a recent vacancy on the Board of Education and subsequent new Board member appointment, the committee assignments have changed. – intergovernmental agreement with Village of Addison. Through our ongoing partnership we revised the intergovernmental agreement this year. This represents updated laws and practices including having school resource officers in our schools.
    

BOARD INFORMATION/DISCUSSION ITEMS INCLUDED:

e-learning program verification for 2026-29. Glenbard has successfully used several e-learning days in place of emergency days over the past six years. Glenbard is seeking to reissue this program for another three-year span. The Illinois State Board of Education provides guidance for school district e-learning program verification and the DuPage Regional Office of Education approves these plans.

This proposal is for traditional emergency days, such as winter storms, water or electrical outages in buildings, etc. These e-learning days could be used for specific buildings with emergencies or district-wide.

In this plan, students would participate in five hours of e-learning activities on an emergency day, instead of canceling school and adding days at the end of the school year. Licensed staff would provide these learning activities and collect attendance information. Please note that there may still be a need to use emergency days without e-learning if an emergency happens with little warning and there is not enough time to activate the e-learning plan. 

2026 capital improvement/construction projects recap. As we approach the close of our traditional summer construction projects, we have provided a brief overview of the work completed and in progress at each of our four campuses. While many projects will continue on through the start of the school year, we are excited to show the significant improvements that our students and staff will see as we start the year.

  • Glenbard East – administration & café additions, curtain wall replacement/classroom renovations, gym floor refinishing & new bleachers, parking lot expansion, commons addition.
  • Glenbard West – classroom & commons addition, science room renovations, ADA entrance renovations, partial roof replacement.
  • Glenbard North – gym floor refinishing & new bleachers, science room renovations, windows added to south elevation, music wing addition.
  • Glenbard South – first floor tower classroom renovations, science room renovations, new gym floor installation, new accessible (LULA) lift.

– fiscal year 2026-2027 tentative budget. The district has published its 2026-2027 budget calendar and is on track to review and approve the District 87 budget consistent with its plan and timeline. The district presented a budget that indicates a surplus in operating funds prior to the required transfer necessary to cover the ARS bond payment. When accounting for the transfer from Operations & Maintenance (O&M) to Debt Service, it will result in a budgeted net operating deficit for the upcoming school year.

The proposed budget funds all staff and program needs for the upcoming year. Below is a summary of the operating budget.
