– Glenbard District 87 group insurance program renewal.
Blue Cross PPO and HMO
The renewal proposal for Glenbard was received from BlueCross BlueShield (BCBS) and reviewed by administration on August 4, 2026 and the Glenbard Insurance Advisory Committee (IAC) on August 6, 2026. During the administrative meeting, the key components which were highlighted included the number of high claimants, an increase in the medical trend used by BCBS and the continued increase in the utilization and pricing of prescription drugs. Alera Group/GCG Financial also shared their analysis of the prior medical and prescription drug claim experience, the individual stop loss attachments, PPO network changes and the reserve position.
The 2027 initial renewal projections showed a 16.3 percent increase to premiums would be required to meet expenses. Financial reporting provided by Alera Group/GCG Financial showed that plan has been running over 100 percent loss ratio for the last half of 2025 and has been over 100 percent since March 2026. Annual reviews provided by BCBS showed that while the per member per month claims were still below benchmark, medical claims had increased 6.4 percent over the prior year for PPO and 39 percent over the prior year for HMO. Prescription drugs had a 20.4 percent increase in total cost with the biggest increases in oncology, weight management and diabetes. The financial projection for 2027 included a line item for reduction of claims due to the plan changes which were agreed to during the recent contract negotiations.
District administration asked Alera Group/GCG Financial to review potential modifications to the stop loss attachment point and a stop loss analysis was performed. This analysis is important because while the group could experience premium savings by going to a higher attachment point, it is also necessary to consider the additional risk absorbed by the district. The current attachment point is $175,000 and the district reviewed options for $190,000, $200,000, $215,000 and $220,000. The analysis shows the potential premium savings and, using the number of claimants who would have been over the new deductible, the additional claim liability which would be absorbed, and the net savings to the plan for each level. The general consensus was to move to a stop loss attachment point of $220,000 effective January 1, 2027 – a savings of $424,182.
As has been done in the past few years, Alera Group/GCG Financial requested a wellness credit from Blue Cross in recognition of the district’s commitment to wellness as shown in the annual biometric screenings and the implementation of the robust wellness tracking program. Alera Group/GCG Financial was able to secure the $25,000 wellness credit from BCBS.
District administration also asked Alera Group/GCG Financial about international pharmacy options which have been used by other districts in the area. Alera Group/GCG Financial introduced CRX International, a voluntary international mail order prescription program which allows members to obtain brand name medications from a licensed and regulated international pharmacy. The cost of these medications can be anywhere from 40-80 percent lower than U.S. domestic costs. To promote the use of this program, members who use CRX International to obtain select brand name medications will have $0 copay. An analysis was conducted using actual prescription drug utilization for a recent 12-month period and showed potential plan savings of $404,901. As this program would be voluntary, a conservative savings of 10 percent of the potential savings was applied to the financial projections.
Glenbard District 87 continues to have the Administrative Services Only (ASO) funding structure for the HMO and PPO products. Blue Cross provides the renewal exhibits for the health plans offered by Glenbard through this funding structure, which began in 2022. The ASO approach for all products allows all claims experience to be blended and to retain the relative value of each plan based on plan provisions. Glenbard also implemented the Blue Choice Options (BCO) network as an additional network within the PPO plan in 2024. When members seek services with BCO providers, the district receives deeper discounts on services. This addition continues to be beneficial to the overall health of the plan, with 85 percent of claimants utilizing BCO providers at an average discount of 64.5 percent.
In 2025, the district implemented the four-tier premium structure which offered individuals with family coverage to elect a lower premium option of Employee & Spouse or Employee & Child(ren). This was perceived as a positive change and the actual enrollment was in line with the estimated enrollment used in last year’s budget projections.
Following the review of plan change options by Insurance Advisory Committee, district administration and Alera Group/GCG Financial representatives, the decision was made to accept the 13.5 percent increase to premiums with a change to the $220,000 stop loss attachment point, the addition of the voluntary program through CRX International and the following plan changes as previously agreed for January 1, 2027.
Adopted plan changes for 2027
Product Copay Type Current New as of January 1, 2027
HMO Office Visit Copay $10 PCP/$10 Specialist $20 PCP/$40 Specialist
HMO ER Copay $10 $150
HMO RX Copay $10/$20/$35 $15/$30/$50
PPO RX Copay $10/$30/$50 $15/$40/$60
PPO RX Out-of-Pocket Max $2,750 Ind/$5,500 Fam $3,500/$7,000
Over the last several years, GCG Financial/Alera Group has been tracking the shift in enrollment. With this data, the recommendation has been to continue blending the premiums under the ASO structure.
Shift in enrollment:
Jan. 2021 Jan. 2022 Jan. 2023 Jan. 2024 Jan. 2025 Jan. 2026
Blue Advantage HMO 219 235 243 234 218 283
HMO Illinois 164 136 129 140 151 120
Traditional PPO 357 341 324 334 331 331
The resulting four-tier monthly premiums, effective January 1, 2027, are as follows:
Coverage Tier BAHMO HMOI PPO
Employee Only $802.86 $863.79 $1,699.86
Employee/Spouse $1,909.08 $2,265.61 $2,986.93
Employee/Child(ren) $1,772.71 $2,137.34 $2,821.82
Family $2,173.29 $2,336.63 $3,827.47
The Board of Education pays 87 percent of the single premium and 57 percent of the dependent premiums.
Delta Dental Renewal
Last year, Delta Dental provided the district with a two-year administrative fee renewal. The administrative fee will remain at $4.43 per employee per month through December 31, 2027. The plan has run well over the past year and while there are increased claims in the summer months and at the end of the year, this trend is consistent with other Alera Group/GCG Financial school district clients.
A review of the financial projections for the self-funded dental plan shows the premium increase would not be required to meet anticipated expenses for 2027. The monthly premiums will remain at $56.00 for single and $138.00 for family.
The Board of Education pays 100 percent of the single premium or 40 percent of the family premium.
Navia Benefit Solutions
Navia Benefit Solutions continues to provide the administration of Section 125 Flexible Spending Accounts (FSA) and COBRA. The administrative fees for FSA will increase 3.9 percent to $4.00 per employee per month, still below the industry average of $5.00 per employee per month. The fees for COBRA and FSA are included in the medical projections.
Group Life & Accidental Death & Dismemberment (AD&D), Long Term Disability (LTD) and Voluntary Life, Critical Illness and Accident Insurance
Group Life, AD&D, LTD coverage paid for by the district was moved to Principal on January 1, 2026. Voluntary products (life, critical illness and accident) are also offered through Principal. The rates offered as of January 1, 2026 were guaranteed for three years, through December 31, 2028.
Vision
The district provides vision coverage with Delta Vision on a voluntary basis. There will be no change to the vision rates this year as last year’s renewal included a two-year rate guarantee through December 31, 2027.
Benefit Administration through bswift – EBM
The transition to the new benefit administration platform (bswift) took place in 2025. This new enrollment platform was first offered to staff during the open enrollment for 2026, which was held in November 2025. The system has provided a number of improvements from the prior Employee Navigator system and there were minimal transition issues. Human resources staff continued to work with Alera and our technology consultant EBM to refine the system prior to the new school year and they have started the preparations for this year’s open enrollment which will be held November 1-13. The administrative fees for the online enrollment system are included in the medical projections.
Employee Assistance Program
The district provides the Employee Assistance Program through AllOne Health. AllOne Health continues to provide the most comprehensive and cost-effective program for the district. The renewal for these services came in with no increase to the current rate of $1.85 per employee per month. The fees are included in the medical projections.
Plan Consulting Services
GCG Financial, LLC, an Alera Group Company, has served as the plan consultant for all benefit programs. The current agreement expires December 31, 2027. Consulting fee expenses are included in the medical projections.
– 2028-2029 school calendar. The Board reviewed the 2028-2029 proposed calendar in order to maintain the district’s construction schedule. Last year, due to long-term planning for construction, the Board approved both the 2026-2027 and 2027-2028 school calendars.
The 2028-2029 Glenbard District 87 school calendar was reviewed by the Calendar Advisory Committee, district administrators; the Glenbard Education Association (GEA); and the American Federation of State, County and Municipal Employees (AFSCME). The 2028-2029 calendar was brought to the Board for approval and adoption.
